Circa 400 dwellings for Wilton Town Centre Precinct

The Wilton Town Centre Precinct sits within the Wilton Growth Area and was formally rezoned in 2023. As the major landowner in the precinct, Governors Hill sought to progress a structure plan amendment while simultaneously preparing a Stage 1 development application for circa 400 dwellings within the precinct. The sequencing question - how highway services, bulky goods retail and the town centre come forward relative to the first residents - needed to be answered.

What we did

Working with Mecone, Atlas prepared the economic assessment to support the Structure Plan Amendment and Neighbourhood Plan, along with a social infrastructure assessment. The economic assessment considered demand for various land uses in the Precinct today and over the coming decades, whilst the social infrastructure assessment identified the need various infrastructure items needed to support the Stage 1 development.

The outcome

Neighbourhood Plan No. 1 was endorsed by Wollondilly Council in August 2026 and provides approval for 660 to 1,090 dwellings, 10ha of employment land and 4.3ha of local open space.
