East-West Corridor: Kingswood-Werrington Structure Plan and Place Plan

Western Sydney expectaed to play a central role in population and employment growth
The East-West Corridor is a major growth and economic corridor linking the Penrith City Centre and St Marys Strategic Centre. The corridor forms a key component of Western Sydney's emerging knowledge, education and health economy and is expected to play a central role in accommodating population and employment growth over coming decades.
Recognising the potential of the Corridor, Penrith City Council commenced structure planning for the Corridor, commencing with the section stretching between Kingswood and Werrington.
What We Did
Working with retail specialists GapMaps, Atlas was engaged by Council to prepare a detailed Economic and Feasibility Study to inform the structure planning process. This involved a detailed market appraisal, centre audit, demand projections and development feasibility analysis. The findings of this analysis ultimately informed a suite of recommendations for the structure plan.
The Outcome
The draft Kingswood-Werrington Structure Plan and draft Kingswood-Werrington Place Plan was placed on public exhibition in May 2026, with the final plans exhibited in September 2026.
