Housing affordability a key issue for the Bega Valley Shire

Bega Valley Shire is growing, with multiple new development fronts emerging across the LGA. At the same time, housing affordability has become a key issue for the Shire. In recognition of this, Bega Valley Shire Council sought to develop an Affordable Housing Policy and Contributions Scheme to cover areas subject to future planning changes.

What We Did

Atlas carried out detailed financial feasibility analysis to test the tolerance of development resulting from changes to planning controls to an Affordable Housing contribution. This analysis, coupled with engagement with the local Community Housing sector, culminated in two outputs:

  • An Affordable Housing Policy which sets out Council’s position on receiving Affordable Housing contributions where a rezoning for residential development occurs.
  • An Affordable Housing Contribution Scheme which is the statutory document that outlines where contributions are to apply, the quantum of contributions sought and the form of contributions to be received.

The Outcome

Bega Valley Shire’s inaugural Affordable Housing Policy and Affordable Housing Contributions Scheme were formally adopted in September 2025.
