Investigating Australia's largest health precinct and future metro station

Westmead South has a long planning history. Cumberland City Council led a Master Plan in 2022-23 and lodged a planning proposal in 2024. DPHI took the rezoning forward as a state-led process. This created an opportunity to refresh the evidence base and investigate additional housing capacity immediately south of Australia's largest health precinct and the future metro station.

What we did

Atlas provided land use, economics and feasibility input across two parts; land use and development feasibility advice to inform the master planning process. Then an Economic Feasibility and Affordable Housing Study supporting the rezoning. Atlas had prepared the earlier feasibility study that informed the original Master Plan.

The outcome

The draft Westmead South Precinct Rezoning Proposal was publicly exhibited in August 2026, with submissions now informing a finalisation report and the proposal expected to be finalised in 2027.
