Economic Feasibility Analysis

The Westmead Place Strategy outlines the vision, structure, plan and principles to guide detailed land use planning in the Westmead Precinct. It identifies seven neighbourhoods in the Westmead Precinct including Westmead South.

Following preparation of the Westmead Place Strategy, Cumberland Council commenced strategic planning for Westmead South.

What we did

Atlas was engaged by Cumberland Council to provide guidance on various land uses, appropriate densities and spatial distribution within the Westmead South neighbourhood.

Atlas worked with the project team to test the feasibility of amalgamation patterns and infrastructure requirements (including Affordable Housing).

The outcome

The Westmead South Masterplan and accompanying planning proposal were submitted to DPHI in 2024. In 2025, DPHI began progressing a State-led Rezoning for the Precinct and engaged Atlas as part of the project team. Atlas provided development feasibility advice over the course of 2025-2026, with the rezoning proposal exhibited in August 2026. The proposal is expected to be finalised in 2027.

Westmead South has a long planning history. Cumberland City Council led a Master Plan in 2022-23 and lodged a planning proposal in 2024. DPHI took the rezoning forward as a state-led process.

Edgecliff-Woollahra State-led Rezoning

On 24 August 2025, the Edgecliff-Woollahra Precinct was announced by the Premier as a state-led rezoning under the State Significant Rezoning Policy. The announcement confirmed a new train station at Woollahra, an 8-minute trip from Sydney CBD.
