DPHI is leading the rezoning of the Shellharbour Town Centre

Shellharbour City Centre is the Illawarra region's principal strategic centre and is expected to accommodate significant population and employment growth over the coming decades. DPHI is leading the rezoning of the Shellharbour Town Centre to encourage housing supply in a high amenity centre with excellent access to services.

What we did

Atlas was appointed to the economics package within DPHI's multi-disciplinary team. The work covered market analysis, feasibility and affordable housing testing, land use take-up estimates and infrastructure funding analysis, culminating in a Feasibility Analysis Study and Economic Impact Assessment which form part of the rezoning package.

The outcome

The rezoning proposal was publicly exhibited in August 2026, with finalisation expected in early 2027.

Shellharbour Hospital Precinct Feasibility Analysis

The Federal and NSW Governments committed more than $780 million to the new Shellharbour Hospital at Dunmore. In response to this significant investment, DPHI commenced precinct planning for the establishment of a new health and mixed use precinct surrounding the future hospital site.

Westmead South State-led Rezoning

Westmead South has a long planning history. Cumberland City Council led a Master Plan in 2022-23 and lodged a planning proposal in 2024. DPHI took the rezoning forward as a state-led process.

Edgecliff-Woollahra State-led Rezoning

On 24 August 2025, the Edgecliff-Woollahra Precinct was announced by the Premier as a state-led rezoning under the State Significant Rezoning Policy. The announcement confirmed a new train station at Woollahra, an 8-minute trip from Sydney CBD.
