Economics and economic development input for the City Heart Master Plan.

Port Macquarie is evolving with increasing demand for housing, services and community spaces. Port Macquarie Hastings Council prepared a strategy and master plan to ensure growth in the City Heart is managed thoughtfully and sustainably. The City Heart is the civic, cultural and economic hub of Port Macquarie-Hastings. It encompasses the central business district, key civic assets, heritage streetscapes and commercial and residential precincts. The City Heart is comprised of five precincts, each with its own character, strengths and opportunities. The City Heart Strategy and Master Plan sets out a vision for future uses, enhancements and planning for the precincts.

What we did

Atlas provided economics, economic development and feasibility advice to inform development of the City Heart Master Plan. This work investigated the viability of various development typologies as well as the feasibility of development on areas within the five precincts.

The outcome

The City Heart Strategy and Master Plan were placed on public exhibition in November 2025. Once finalised and adopted, the plan will be implemented over the coming years, commencing with identified priority projects.
