Nowra Riverfront Precinct Rezoning Proposal

Land use, economics and feasibility advice to inform precinct planning and a rezoning proposal.

The Nowra Riverfront Precinct is along the southern banks of the Shoalhaven River and straddles the Princes Highway in Nowra. Shoalhaven City Council led a precinct planning process and development of a masterplan, exploring opportunities for housing and economic activation between the riverfront and the Nowra CBD.

The masterplan aims to transform the waterfront into a vibrant and connected community, to be enabled by a state-led rezoning.

What we did

Atlas was part of a multi-disciplinary team led by Ethos Urban, and carried out an economic feasibility analysis to assist with development of the precinct masterplan and informed recommendations for planning controls.

The outcome

The state-led rezoning proposal for the Nowra Riverfront Precinct was finalised in June 2026, and new planning controls are now in effect. The rezoning provides capacity for 377 new homes with a 2% affordable housing requirement.
