Nowra Riverfront Precinct Rezoning Proposal

Land use, economics and feasibility advice to inform precinct planning and a rezoning proposal.
The Nowra Riverfront Precinct is along the southern banks of the Shoalhaven River and straddles the Princes Highway in Nowra. Shoalhaven City Council led a precinct planning process and development of a masterplan, exploring opportunities for housing and economic activation between the riverfront and the Nowra CBD.
The masterplan aims to transform the waterfront into a vibrant and connected community, to be enabled by a state-led rezoning.
What we did
Atlas was part of a multi-disciplinary team led by Ethos Urban, and carried out an economic feasibility analysis to assist with development of the precinct masterplan and informed recommendations for planning controls.
The outcome
In November 2025, the rezoning proposal was placed on public exhibition. The proposal seeks to amend the planning controls to facilitate approximately 370 homes and associated business and commercial uses to revitalise the riverfront, connecting to and celebrating Nowra’s identify while planning for growth.
