Plan to unlock capacity for up to 10,000 homes around Woollahra and Edgecliff
On 24 August 2025, the Edgecliff-Woollahra Precinct was announced by the Premier as a state-led rezoning under the State Significant Rezoning Policy. The announcement confirmed a new train station at Woollahra, an 8-minute trip from Sydney CBD.
The State-led rezoning around Woollahra and Edgecliff was planned to unlock capacity for up to 10,000 well-located homes close to the CBD, public transport, green spaces, shops and services.
What we did
Atlas was engaged to assist with the state-led rezoning, providing land use, economics and development feasibility input to support development of a precinct plan. Atlas’ input culminated in an Economic Impact Assessment and Affordable Housing Strategy.
As part of this work, Atlas was required to test impact of various unit mix controls on development feasibility and the capacity for development to contribute to Affordable Housing. In the Precinct, the pricing achievable for larger 3 and 4-bedrooom apartment product is generally higher than that achievable for smaller product.
Mandating the delivery of a more diverse unit mix (i.e. with a higher proportion of 1 and 2-bedrooms) would increase overall housing supply in the Precinct, however inadvertently be less commercially attractive and thus limit the capacity for development to contribute towards Affordable Housing. Understanding this dynamic was critical in the approach to the Master Plan, development typologies, yields and Affordable Housing.
The outcome
The State-led Rezoning was publicly exhibited in September 2026 with a target rezoning in 2027.
