Land use, economics and market advice to inform land use and built form controls

The Broadmeadow Regionally Significant Growth Area spans ~280ha of land across the suburbs of Broadmeadow and Hamilton North within the Newcastle LGA. It comprises a diverse mix of existing land uses and is one of the largest urban renewal precincts in NSW.  

Over the course of 2023-2024, the NSW Department of Planning, Housing and Industry (DPHI) led Master planning for the area to guide future development.

The Broadmeadow Place Strategy was finalised in 2025 and to be jointly delivered by the NSW Government and the City of Newcastle. It's intended to guide new development in the precinct.  

What we did

Atlas was engaged to provide land use, economic feasibility and Affordable Housing advice. Our role was to inform the development of various Master planning options. These included the quantum, mix and distribution of residential and employment uses. This included feasibility analysis to ensure appropriate densities were adopted across the area.  

The outcome

In 2024, DPHI publicly exhibited a proposal to rezone certain parcels of State government owned land. In August 2025, four Government held sites were rezoned in Stage 1 of the Broadmeadow urban renewal program.  

The rezoning protects heritage sites such as the Locomotive Depot and enables employment, and residential opportunities close to sports, entertainment and community attractions.

The Hunter and Central Coast Development Corporation will coordinate the Broadmeadow precinct’s transformation as the Delivery Coordination Agency.    

Its focus will be on the rezoned land and will include preparing a delivery plan in collaboration with other NSW Government agencies and the City of Newcastle.
