Bays West TOD Rezoning: Balancing provision for housing, business uses and community infrastructure

Land use, economics and market advice to inform land use and built form controls
The Bays West Place Strategy was finalised in November 2021. Approval for the Masterplan and rezoning for Stage 1 of the Bays West Precinct in December 2022. This included the White Bay Power Station and the new Bays Metro station.
The NSW Government identified Bays West as a Transport Oriented Development (TOD) accelerated precinct. This is due to its capacity to support new housing close to a transport hub when the new Bays Metro station opens in 2032.
The Bay West Precinct includes 77 hectares of government-owned land within 2km of the Sydney CBD. This includes land surrounding White Bay Power Station, Rozelle Bay and Glebe Island.
The Bays West TOD rezoning proposal builds on the vision of the Bays West Place Strategy and Bays West Stage 1 Rezoning.
The NSW Government led preparation of the rezoning proposal. Engaging a multi-disciplinary consultant team to carry out technical investigations into the capacity of the Precinct. Which will need to support housing, employment uses and community infrastructure.
What we did
Atlas provided land use, economics and market advice to support the development of new planning controls in the Bays West Precinct.
The work provided advice on the viability of the mix of land uses and assisted with identifying infrastructure delivery pathways.
Atlas’ work also examined the potential economic impacts which could result from the rezoning in the context of a structural shift in demand for office floorspace.
The outcome
In July 2025 the NSW Government exhibited the Bays West rezoning proposal for public feedback.
